PDVSA would be mad to have released the money yet. If they released the money now and Lotus go belly up the next day after paying 'selected' creditors, it would be sticky but theyd probably get away with it.

PVSA will likely be releasing the money in tranches based on certain conditions

Lopez doesnt sound too convincing. The Quantum deal is dead? Well hello! we all knew it was a crock of s*** months and months ago, yet they still listened to 'cheque is in the post' and let that chancer take the mick.
