They wanted fatter tyres to apply more tourque to the road so that they can put more power down in the exit of corners, this blow out occurred at full pelt down a straight so fatter tyres make no difference to that IIRC. It's more the compound, it's tricky to make a tyre that wears stupidly fast without potentially blowing up.

If it is indeed tricky and Pirelli don't have the brains/talent to get the science right to give what the FIA were after without compromising safety, they should've just voiced out and said NO F**K OFF.
