Of course it isn't absolute (things rarely are), but generally speaking teams with more money do better.

That's the thing, I mean I get what you're saying but it's a matter of scale, 30 million is Ferrari's catering budged for the season... to a team lower down it does mean a good infusion, but so does finishing one spot ahead of your competition in the WCC. Look at Marrusia standing to make 40 for their 12th placed spot and Caterham making no money. In their case, a better driver can make the difference in dragging a car just one spot further up the grid.
The gulf between the haves and the have nots in the sport is HUGE, and to a mid field team 30 may help to keep the doors open but it won't help to catapult a team up the grid like what Hulkenberg is single handedly doing at Sauber.
