Ah, right. Well, that works, I think.

And it would have to be 107% then, judging from my (rather poor) experimentation. Using Live for Speed*, I found a lap time I could set consistently (1:06.84) and then worked out what how slowly I could manage to go and stay within 120% of that time. Traversing the track at the top speed attainable in third gear (slowing for corners, obviously), which is about 109mph, I managed a 1:18.99 which is just within 120%. To me, going at that speed (and much less when taking corners) is still dangerous. In order for me to have stayed within the 107% margin, my lap time would have had to have been a 1:11.5 or less, which seems okay.

In order to stay within 107%, I couldn't actually slow myself that much. 140mph along the straights (to accomodate for slowing in corners and acceleration out of them) was the slowest I could go in order to do that. I think that's a much safer speed than drivers have been doing in the past two qualifying sessions. I'd still rather see them forced to set a competitive lap time and just add one extra lap of fuel to the car before Q3, but at least this is a managable option.

*I know, but it's all I had available to test it out, and it's realistic enough to give a general idea
