Your attempt at the explanation makes sense, but we're dealing with oil companies here. Not a well intending samaritan. Name one 21 century improvement that BP has implemented in order to collect spilled oil that is beyond the laboratory or test phase, meaning that it out there en mass to implement with int a day or two of notice in a spill zone. the answer is NONE because it's cheaper for the oil companies to pay the fines an litigate out of most of them in the long term, then continue to pay off politicians at the federal, state & local levels than it is to actually be safe. Why it's simple, it's cheaper and they don't have to.
So again, I'm glad there was a protest, and that it seemed an effective one.
Three Years After Deepwater Horizon, Congress Has Failed To Improve Drilling Safety
BTW, there's currently a dead zone area the size of the state of Rhode Island in the Gulf that remains 3 years after the spill and will likely remain for years to come.
