It'd be easier just to say that they can't slow like that unless it's unavoidable (i.e. they can prove a technical failure or there's a serious accident that they have to get around safely).

At least it would be reduced to the third sector then. They could take the time in the pits and come up with a formula, maybe 110% or whatever, which factors in the slower speed in the pits, but also the shorter distance traveled.

They have to sort out this fuel saving crawl that drivers do when the time is up otherwise we get the situation we are in now.
