I got up and did a bit of car booting. One of the oiks did not get up so we ended up having to do his share of humping and dumping of the stock.

Plan for tomorrow is to do the same thing.

Sadly that's nothing new in these parts. The roof is out of sight out of mind and usually suffers. When owners of the top floor try to start any repairs the general response from those on the lower floors is that it doesn't affect them and it isn't their responsibility (it does affect them and it is their responsibility). Add to that most tenements comprise of rented flats which the owners rarely, if ever, visit. I tell you there are some right mankit tenements in these parts.

The roof of the tenement I'm in is in a state but the only owner occupier out of 6 flats is my neighbour who's flat has actually been damaged by water ingress so the other owners are probably blissfully unaware or couldn't give a ess hitch one tee. Luckily on my side I'm only affected if the wind is blowing from the north and the rain is prolonged and torrential or if there is snow lying which starts to melt. The roof thing is a pain 'cos I'm wanting to buy a flat on the top floor (it's good to look down upon the lower classes on the first and ground floors :hehe: ) but avoiding tenements is going to mean it'll cost quite a bit more.

In edinburgh there was a statutory notice system in place where either routine inspections would be carried out or problems would be reported to the council and they would arrange with the home owners (that would include everyone in the stair or whatever) for repair work to be carried out. The council added a 15% charge on to the cost of the work or if decided (unanimously) by the home owners they could opt out and get it carried out privately but it did have to get done. The council had lists of contractors they could use for varying sizes of jobs and I worked for one of those contractors that relied almost exclusively on the council work with the buildings around the city needing continually maintained. It was really all kicked off when a waitress was killed in a restuarant by falling stonework and with the state of some of the buildings I've worked on that's still a risk.

A few of years ago there were allegations of corruption within the council department dealing with this, I don't know how much detail I can go into about that but even before the allegations came to light the work we were getting had started to dry up while others seemed to be doing quite well and there were reports of the costs of jobs being well above what they should have been.

Since then there's been investigations being carried out and all work was stopped and the council have been warned on a few occasions to stop blocking the police investigation, but it looks to me like it's all going to be swept under the carpet and edinburghs buildings are going to be left to crumble unless the homeowners can all get together and take responsibility but as you said that's not easy, and most of the contractors that carried out this work have either closed down or cut down in size and with plenty of cowboys out there there's no guarantee of the quality of work.

I live in a block of flats (2 stories by 2 flats wide) it is a nightmare.

As I am in the ground floor it is my responsibility to mow half the grass (the other bottom floor does the other half) however as he is in his 80's I do that half as well which I don't mind. However the top floor has to deal with the roof and guttering. Half the guttering is falling off, which does not annoy the upstairs people even thought they have been told. It annoys us because when it rains the water showers down the outside of the house and splashes into a massive puddle outside out living room window. It is that loud and ferocious that the tv has to go to twice its normal volume to be able to hear it. Also because the drains block every few months and as it is located in my designated back garden I have to get it sorted and then get the money back off the other tenants. However I have not been paid since last time and notlw that they are starting to block again I have refused to get someone out to sort it.
