The point is that F1 introduces new engine that are blatantly supposed to attract new manufacturers, and has it worked? Sure as hell hasn't so far.

I think there were other factors associated with that faceplant though.

F1 focus shifts from "pinnacle of engineering" to "car salesman". And as you point out, to date a failed car salesman.
