Joking aside, the added weight of 20kw generating capacity is going to decrease performance and increase power consumption, particularly in city driving. You would get away with smaller batteries though.

all you would need is a tow hitch to convert I normal EV to the plan.

Today I spotted a Mitsubishi MiEV and as for the sound, it had as much tire and windage noise as any car and I didn't hear the electric motor, and many gasoline cars go by pretty quietly, so it didn't seem in any way different. But it had no tailpipe.
