Put another way, "if" any of those 3 teams had protested after the checkered flag then Red Bull would have most certainly have been disq.

The regulations have not changed, what has changed is the understanding on what the regulations mean, clearly the scrutineers and technical delegates didn't have a full understanding of the regs!
