I think there is some sort of covenant that he could become the King because he is married to the queen. However it needs to be passed by Parliament. So I think the answer is The Queen does not want him to be king, Parliament does not want him to be King, or He does not want to be king.

As for feeling British, she's German and he's Greek. True Brit's they are not.
