In light of the proposed/possibility of capping budgets within Formula one I feel the answer is just a bit too simple to allow it to happen.
Make the budgets for all teams equal to the smallest budget in the arena!
Therefore the likes of Ferrari, McLaren and Toyota can ONLY spend the same as say...the Minardis and Jordan type independent teams.
This would/could then allow other smaller teams in to the arena.

Or, possibly, we could have a points system for the cheapest to the dearest competing in a race. The less you spend, the more points you get. Add that to the points your team scores in the championships and low...the fastest, reliablest and CHEAPEST team wins!

The problem is how (and before anyone gets upset and I am not picking on any team) Ferrari decide to creat a 2.4L V8 road car, and as part of the R&D of that road car is to say have a seamless shift gearbox that has to last 100,000km before servicing. How could it be policed that some of the info gained could not be used in the F1 car? or that the roadcar is just a mule for the F1 technology?

i prefer a flat rate limit cap, with quite alot of flexibility for spending where each team want, could be some suprises if one team suddenly comes up the grid after concentrating on aero, i think itd be better than now (if enforceable!)

The larger F1 teams have have such a large turnover in comparison to the smaller teams that putting a cap on the expenditure could quite possibly sink a large team. There will always be teams in any sport who have better financial backing than others, and they can't be penalised for having a successful sporting history.

I dunno, I don't like to support anything that limits F1 or its teams.If there's a budget cap then the teams can only go so far to making F1 cars the pinnacle of motor racing.
