I think some of the test tracks own websites have live cams streaming. That's about it and you can't see much. There are sites that have the lap times live.

Sky said the other day that it could well include testing.the details are still a bit sketchy.I couldn't work it out because they said they would be showing it on their new F1 channel,but it doesn't launch until March 9th (sometime near that date).Guessing it will be on another channel.

You couldn't and to be honest not much happens even compared to watching a gp weekends practice sessions. It would still be interesting to watch for die hard fans though.
I doubt whether Sky would have as many cameras around the track as they would for a GP either. But you never know.

Well watching the F1 coverage on SKY is gonna be epic, especially has they seem to be showing GP2 & 3 races. I hope they make it into on super long broadcast.
