The one major step that the FIA needs to take reguarding the stewards is to have a permanent, professional team who attend every race and who have pledged to be objective. These people should have no past affiliation with any team and be well versed in the rules of the sport.

There's some hardcore and knowledgeable F1 fans who would do that job exceptionally well.
I like the idea of a former racer on the panel, as it gives the panel an insight into what it's really like, thus hopefully making incidents easier to diagnose. However, constant changing and passing-round of this position still brings inconsistencies, which the fans don't like.
Maybe have a select bunch of former racers who attend every race. And old enough not to have grudges against anyone driving today.
