Being held up is part and parcel of Grand Prix racing; as long as they backmarking car doesn't pass three blue flags then he is completely within his rights to hold his line to not compromise his own race.
Lewis wasn't complaining about simply being held up - he was complaining about the STR letting Seb through right away, but waiting as long as legally possible to let him through. So waiting until it's convenient/safe to let a car behind you pass is not the issue - it's treating all cars passing you equally.
