Can someone here help me grasp the concept of Exchange Rate. If the exchange rate was £1 for $2 in 2007 and then in 2008 it was £1 for $1.6. Has the Dollar gone stronger or weaker?

In your example the dollar is stronger in 2008. Just think of it this way: the more dollars you need to buy one pound, the weaker the dollar is.

OT: € is becoming stronger an dstronger and the arabs still trade oil in $$ ...and so we pay 1.40 € for a litre of unleaded fuel!!
