Most of the crew are mechanics, not engineers, so 40K is good coin. Thy are all on performance bonuses, which can add up to a fair bit, if you are on a winning team.
As for Webber's crew, I'm pretty sure that member would have been his No.1, or chief mechanic on his car. His engineer spends the race on the pitwall, calling his strategy etc. During the weekend it would be the chief mechanics role to ensure that the correct specs are put on the car, as determined by the race engineer, and communicating back any fault wear, or failures noted on the car when they service it between sessions.
Most people would kill to work on an F1 team. The teams know this, and so the cost of labour isn't that high. The good aero, and chassis engineers can command a lot more coin, because their talent has a direct impact on the speed of the car....
