The difference is that unlike 1999, before TC was band.
They didn't have 800 odd hp to fight with. Wet races will be pure madness, like it or not, its a fact.
One of the William's drivers TC actually failed during Fuji and they were straight of into the wall.

It will be more interesting, but it could suit some drivers better than others, so some drivers could lose out dispite being fast, and my bet is no TC will fight against a good few strong drivers, who. We have to wait and see.

Massa making excuses already before the season has started? We're all pleased that F1 cars are trying to step away from all the driver aids of recent seasons and encourage more racing and overtaking. I do find these comments strange as I'm sure Massa has driven vehicles in the past without such aids.
