As far as I know - KERS is mandatory for all teams. The Red Bull car has KERS on it. But for some reason the drivers are under orders not to use it. I think it has something to do with a secret design in their car. I wonder if the button works?

Horner said they removed the system from the car after Friday practice.

RBR had stated they didn't use KERS because of reliability concerns but they expect to use it next race and onward.

My take on the new changes:
KERS - I think it means alot that the one team that avoided using it won the race. It's a toy and served more as a distraction.
DRS - Seemed not effective enough and actually seemed to cause alot of cars to get upset right before they corner when DRS came off. I saw a few close cars drift apart at the corner as the DRS car became loose and had to recover.
Tires - Loved it. Pirelli seems to be addressing my main tire issue at the moment.. that it was harder than last year to tell what set was on the car.

My least favorite change, Lotus Renault's black car.. I loved the gold/black of last year, it was my all time fav :(
