Do they get a radio call saying ok all clear boost away or is there like a read out on the wheel? Or is it just push it every so often and WEEEEE! :D

they use it every time they hit a straight with it fully charged.

related, kobayashi apparently is the first to open his rear wing on a straight and last to closr it, so there may still be skill involved in these things.

They figure this sort of thing out on the simulators before races (and/or fine tuned in practice). Obviously when racing another car directly they just use their best judgement. I think this season, now that most teams have KERS, we might see occasions whereby using it effectively to race others on track will prove to be a skill in itself... we didn't see that in '09 cause most cars weren't running it and it was a simple 'push to pass/defend' a lot of the time for those few cars running KERS.

The energy storage of CURSE is limited by the Technical Regulations so that it only can be applied for a maximum of 6.7 seconds each lap. There is a gauge or series of LEDs (like the rev counter in reverse) on the steering wheel that indicates the current level of charge.

Last time (and the TR on it now are identical to 2009), drivers tended to default to using it only defensively for fear of being overtaken by some third car if they were to run theirs dry in an overtaking manoeuvre. Hamilton was the only driver who consistently used it to offensive effect.

Also, the "recharge mode" has a mind of its own and kicks in under breaking whenever it sees fit if it's not fully charged, much to the delight of any driver trying to modulate brake pedal pressure and maintain braking effort at the brink of impending lockup.

I thought they are only allowed to use the wing if they are 1 second behind the car in front and in certain parts of the track.

It's unrestricted in Q.

More accurately, it's stupid that it's only restricted in the race. Either it's safe to use whenever, or it isn't. Restricting its use in the race just proves it's a pointless gimmick. If they didn't restrict it, it'd be like KERS, where it's like pitching rock vs. rock in Rock Paper Scissors. Which ably demonstrates why it's stupid.

You want exciting racing, FiA? Let the teams innovate rather than handing them spec gimmicks. This is the pinnacle of motorsport, not A1GP.
