I dont read f1 news every day but looking at the last test pictures from Barcelona, i noticed the cars no longer have the tail to the rear spoiler anymore?

Yes; the F-duct system has been banned for this season so no more shark-fins, other changes include moveable rear wings and the return of KERS, so the usual FIA yearly shakeup of rules!

Yeah shark fins are banned. I think it looks quite cool, contrary to popular belief.

I think the fins themselves weren't banned, they just changed the rule to say that no part of the body could connect to the wing. But since most teams have gone without it, maybe they loose so much of their efficiency that it's not worth implementing. RB showed up to early tests with a "fin" which they've subsequently gone without in the later tests.

Shark fins are NOT banned. Teams are still able to use them if they wish. The "F-duct" is banned. The rules state that the fin cannot be connected to the rear wing in any way.

if you look at the Red Bull RB7 at its first test, you will notice it still had a shark fin, but the fin wasn't connected to the rear wing, since that is now banned.
Teams have just chosen not to use them this year.

Yeah because the fin is of no real use if it can't connect to the rear wing, so no team is going to bother running with a white elephant.

Yes, the shark fin is banned:

TR 3.9 Bodywork between the rear wheels :
3.9.1 No bodywork situated between 50mm and 330mm forward of the rear wheel centre line may be more than 730mm above the reference plane.

I do not think it is banned it just cannot be connected to the rear wing?

Correct, you can still have the dorsal fin so long as it is not attached to the rear wing.

...Which is exactly what I said above.
