Well Lotus (car company not F1 team) have just launched a car which is an open wheel, single seater which looks a lot like an F1 car. Funny thing is that customers who buy it arnt allowed to take it home but instead have events organized for them where they can drive their 650,000 pound car.

Many are speculating that due to its resemblance to the Lotus F1 car that this is just a ploy to get some testing done for both young aspiring drivers and for new parts that they can add to their F1 car such as front wings, diffusers etc.

Costs of testing ARE substantial - and smaller teams don't have nearly the necessary cash to keep up with the bigger teams' testing if it was unlimited, thus putting them at an even greater disadvantage.
I think there needs to be a good compromise with some meaningful limit (miles or days or whatever) on testing, but testing nevertheless during the season.
Maybe stipulate that teams can't have a 'test team' solely dedicated to testing (way expensive). Possibly regulate who should participate in testing and for how much of it (include young/test drivers).

How about each team gets a certain combined allotment of wind tunnel/rig time/miles and time/miles on the track and they can decide for themselves how they want to spend their chips?

that was the idea of banning in season testing, to reduce cost and the with the economy still not back to its best, you need to keep the sport stable as much as you can,

If every team has Ferrari's bank roll you'd be damn sure they all would be testing their little butts off anytime they felt the need.

They for one would benefit more than most... LOL
