Back to the original thought of getting rid of the safety car it is a pretty nifty idea. Like someone mentioned previously it is the SAFETY car, not the bunch up the grid for great racing car.
For the remainder of 2010... The safety car should be sent out on track immediately, not wait for the drivers to pass and pick up the leader. The field should immediately bunch up behind the safety car and not swap positions. Also as soon as the SC is deployed the pits should be closed (with no refuelling there is no chance of anyone running out of gas). This will avoid people racing around at top speed to get to the pits ahead of everyone. Also with not releasing the back cars, there will be no need for them to race around at top speed to catch the back of the field.
The problem I see with remote controlled limiter is the complaints if it somehow didnt deactivate properly on restart. For 2011 I would change the rules and leave it in the drivers hands like the pit lane limiter, but as soon as the full course yellow comes out, they have 5 seconds to activate the limiter. Anyone speeding gets black flagged. No fooling around with the course workers lives.
Full course Yellow (Safety Car) means to slow down and be safe, but right now it seems the race continues.
