Yes Ferrari is wrong about the incident, BUT:
Rule nit pickings, and "asking for clarification" aka "we did not break that rule" are part of the effort of trying to win. Not for decades has it been just car positions. It was Ferrari this time, but had it been McLaren or Red Bull then they too would have con through the same process in an attempt to get whatever points they can by administration, if they can't get it in the track.
And there is a little bit of merit to their request for a clearer rule on the administration of the penalty, but their motive is dubious.
