What they need to do is reduce the dependance on aerodynamic grip still further. Removal of double diffusers would go some way to achieving this. But maybe they need to introduce single element wings, similar to what they had in the late 70's and early 80's. None of this fancy multiple element ones they have on the front now. The teams also try to add little winglets where they can, i think the only wings allowed should be the main front and back ones. This will disturb the airflow less coming off the leading car and allow following cars to get closer.
Widening the car should help improve mechanical grip and to aid this further I think they should bring back active suspension.
Its a shame they outlawed KERS, they should bring it back but this time not limit a driver to how often it can be used per lap.
I would think these measures to allow cars to follow closer to each other should allow for more overtaking and add some more variables.
Before refuelling was introduced there was exciting racing, so I dont think it needs to return.

All driver's trousers to be fitted with a methane detector. Every time they pass wind a big light on the car flashes. This would cause more driver mistakes as drivers become distracted thinking that millions of people will know and they try to hold it in.

Not really. I've always advocated the binning of all technical regs in favor of one simple one: drivers can't use more than x liters of fuel per race, with x being readjusted down on a yearly basis. Period.

I've also supported this for years. It is very hard to get efficiency gains from engines, with additional power usually coming from burning more fuel. Limiting fuel use would help equalise the engines a bit. It might also lead to more passing as drivers could temporarily boost the fuel burning rate in order to pass, then reduce it again once past. A sort of a "push to pass" button.
