I expect the guy did actually commit the offense and was stopped for it.
The cop obviously accidentally put the guy's birthdate in the offense date box. The cop got the car make wrong. It probably looked like a Honda to him. Maybe it was debadged, and it sounds like it was cosmetically modified.
Although the guy is probably guilty, those 2 mistakes are likely(though not guaranteed) to cause a judge to dismiss the matter. Knowing this, the prosecutor's office understandably decided to let it go in favour of larger fish.
Where I live, if the cop wrote that I was driving a saloon, I would argue that I do not even own a drinking establishment with freely swinging, curved top, half doors, and if I did, I don't think it would have wheels.
