You forgot to factor in;

lap 23 - Rosberg comes into the pits and crosses the white line at the pit exit OR crashes in the pit lane entrance (it's bound to happen one day )

or

Rosberg pits but his out laps are so poor he gets gobbled up by at least 2 or 3 cars behind him.

Overtaking's don't really mean that much... Lets say Massa Starts P2 on the Grid and Hamilton Starts P1 and Lets put Rosberg P3

Race Start: Hamilton Looses a place to Rosberg.
Massa Stalls the car and is overtaken and is down in last place
Hamilton Lap 3, overtakes Rosberg and runs the whole race to the win.
Rosberg Stay's P2 the whole race and comes in second.
There are 50laps to the track, by lap 26 massa is up to 3rd, he spins and looses control of the car and when gets back on track is down in 18th he fights and manages to get back up to 7th but then spins again on the final lap and comes in 10th

Now Massa would have alot of overtakes for that race right but he came 10th... Hamilton win's by a considerable gap (could of reversed over the line) but only has one overtake...

See what i mean?

You're looking at it from the wrong angle. The argument was that Massa can't overtake. If he couldn't overtake, he'd stay in last place minus one or two retirements and one or two more that he jumps in the pits.
