I'd say football is much more popular.
It is like religion in some parts of the world.

nope, worldwide i remember reading that F1 drew more viewers.

I don't think that judging it by viewing figures paints the full picture though....

Maybe, but if you are thinking along the lines of people in stadiums, then F1 tops the world cup, I think still.
