It's not a problem specific to this year, although I do agree with the piss poor level or stewardship, it was better when local stewards made race decisions.
I quite liked the circuit; the last few laps were fun; so I think it comes down to cars being too hard to follow and drivers not having the balls to make a speculative pass. We never see drivers making lunges up the inside like we used to, Since Schumacher retired overtaking has been almost non-existent with the exception of Brazil and Abu Dhabi!
Thats because the stewards penalise the driver who tries it, (Spa 08 amongst many)
Also allowing in double diffusers because the FIA were not able to write clear guidelines has prevented overtaking this year(although its not been as bad as some years!)
