No. It was the other way around. It was a set of FOTA proposals put to the FIA and then ratified by its senate.

It's half dozen of one and six of the other really in a year of petty bickering between the FIA and FOTA...

As for Bernie's suggestion; it's a good idea in theory but I am a little confused; is it simply for testing potential drivers or will it be an official test session for all drivers and teams where a rookie doesn't even need to be run. I am for testing rookies but I believe that it's a waste of time if teams are simply going to use the time to run their test/race drivers to develop the car. We might was reinstate full testing during the season; and limit the amount of money spent on car development instead of limiting testing as many test very close to their bases!

I don't hate the testing ban, i like the drivers struggling with setups because it makes the cars harder to drive on raceday and That, imo improves racing, not perfectly setup cars going round on rails. On the other hand, testing was a good way to go and see some F1 action on the cheap so I miss it and I think reducing the logistical costs of the teams is the right place to start with cost cutting. I don't understand why they don't ban the massive motorhomes and all the other ostentatious stuff that is superfluous to the racing...
The Monday idea sounds good to me...

I know Bernie brought up this to help teams develop the car and test rookie drivers. I would go as far as to say that for this monday testing, they should only allow the 3rd or 4th drivers to test so they can keep up with the pace if needed to be called upon in any given time. Race drivers being banned from test sessions.
