IMO, no refueling would be a minus. In one point, it would lower the chance of the weaker teams to win, and F1 would become boring, after the same 4 or 5 drivers would be on top every race. Well, there can be some surprises every then and now, but certainly not that often. And point two, reducing pit stops to just changing tyres, would make them boring. The fuel strategy is the thing, that may give everyone a chance to have good result, and grab some points. And plus, you don't really save money. So I say, don't ban refueling!

From what I can see - yeah it'll force drivers to try and overtake on the track - the problem is the fastest cars will of course now be qualifying first and those teams will design cars that are hard to be overtaken (they'll probably try to increase the dirty air).

It might work if there remain enough differences in the cars, over the race - ie some preform well on higher fuel loads, others at the end. Although we still have the various impossible to overtake tracks.

if outcome one happens - it'll just be penalties dishing out to try and make the races more interesting.
