Well it is, its when hostages begin to grow attached to their abductor, and will defend them.

Wasn't it due to some bank hostage crisis back in the 70s?

Yep, in Stockholme.
The hostages then protect the abductors and don't want the abductor to leave them.
Hence the lines "This is the last time I'll abandon you And this is the last time I'll forget you"
