Of course the FIA is a French institution by location - but it is meant for international purposes. That is why we have a Finn running for office, a current British President and a host of other nationalities in various other positions.
Your French motorsport is for the FFSA to deal with (who appear to care little about holding on to their GP)
And seeing as English is the national language it is only right that it is spoken in international institutions.
Illegal wars or not, all nations of power do it. As DD pointed out the French did it in Africa and long long before that, even when us Brits spoke French

And as for the ruling classes. We ended all of that when those Jacobite Stuarts got the push. WOOP the Glorious Revolution. Woop the Hanoverian dynasty!
In 1762 you were kicked out of Quebec. That was the end. The English language became the dominant spoken tongue. Whether it should have happened is for another time and another place. What happened, happened.
C'est la vie.
