I've found the mortality rates of the major flu outbreaks and they are:

1889 Russian Flu 0.06%
1918 Spanish Flu 1.6%
1957 Asian Flu 0.07%
1968 Hong Kong Flu 0.03%

All of those flus would be expected to have significantly higher mortality rates than Swine Flu which is supposed to be a mild flu.

If there were genuinely 15 deaths in 9000ish infections that would mean Swine Flu having a mortality rate in the region of 0.15%.

Over twice as high as Russian Flu ? Twice as high as Asian Flu ? Five times as high as Hong Kong flu ? It wouldn't be expected to have a mortality rate as high as any or those !

No, the only answer that seems plausible is that there's a lot more infections than just 9000ish.
