we all read with growing concerns the dispute between FIA and some F1 teams about the 44 million euro budget limits per team from 2010
well, I believe to have find a simple and brilliant solution to quickly solve this problem and avoid that many big F1 teams reject to sign up for 2010

the proposal (on which, I believe, FIA and all F1 teams may agree) is simple: it's a contribution of big teams to small teams based on the excess of budget of the big teams
in other words, the big F1 teams can spend in 2010 nearly the same 2009 budget, but over a given amount (e.g. 200 million euro) they must pay an amount equal to the extra-budget to the small F1 teams
