Well it looks like we're in for a bit of a struggle between the FIA and Ferrari.
The "secret deal" they made a few seasons ago stated that the Concorde Agreement (though at the moment slightly defunct) remain in place until the end of 2010.
If Ferrari gain Fota's backing we could be in a for a bit of a tussle.
Speaking of Fota, they will have some problems keeping united.

I doubt FOTA will back Ferrari up on this. They'll expect The Scuderia to fall in line with them.

AH I doubt FOTA but I don't doubt some of the Manufacturers themselves.
We will see.

“Ferrari, along with all the other teams in FOTA, has, for some time now, felt the urgent need for a significant reduction in costs as from this year, and believes that the future of this sport requires stability of the regulations and the gradual achievement over the next two to three years of a cost-profit balance which would allow current teams to remain in the sport while at the same time encouraging the arrival of new ones.

“This is the position Ferrari wants to underline today, in the interests of the sport without looking to cause pointless controversy which would be harmful to all those involved in this sport.”

Its all a bit too much to fast and teams are being overloaded. Personally I'd rather see the teams making cars closely matched so we can closer racing more dependent on the driver. I just fear we'll see the field spread getting bigger and bigger.

They will be divided over the idea of a budget cap but will be united against a 2 tier F1

Speaking of the Cosworth, will the FIA try and equalize the power of the Cosworth before 2010 so it's on par with today's engines or will they try something sneaky so it ends up actually producing something around 800bhp?

And then there's also the reliability of this engine to be tested, with the "cheaper" FIA specs being used could we see more attrition during races thanks to engine failures? During the 2006 when Williams' FW28 kept breaking down there were a few occasions (and early on during the season) when the Cosworth engine failed due to faulty con-rods.

That is a good point they may make so that the Cosworth is a lot more powerful so all the teams go for it and the manufactures get screwed, then the FIA would not have to worry about pressure from manufactures saying they will leave and not provide engines if they don't get their way. I really hope F1 never goes down the single engine route also sometimes I feel that the Cosworth engine is really the FIA engine which the FIA can use as a tool to control the sport the way they want to.

You have to admire Mosley on this one, even if it is only in principle, he's pulled a fast one. Cosworth could return to the top :D

That is also my understanding of things. However Ferrari's deal claims that nothing can change until the end of 2010, so I think they have a valid argument to take legal action. I mean restricting their technical work, without consent is a major change is it not?

I think its fair enough, the FIA shouldn't be going back on commitments it has made to any team. Ferrari must feel like they are getting kicked while they are down atm.

Yeah it seems like everyone in the sport is trying to find a loop hole in something so they can kick there opponents in the balls be that off track or on track. I would say this whole setup has been a master-stroke of evil genius by Max and Bernie really showing what an iron grip they currently have on the sport.
