As far as I'm aware, Renault's engine department is a separate entity already. Not sure about Ferrari, though.
Mercedes HPE is a seperate company, though.
driver salaries should be included! though im sure They would go around it by getting "personal" sponsorship for each driver to up their income above the salary!
Also, McLaren would lose nothing from their budget if Mercedes continued to supply more teams - McLaren and Mercedes-Benz High Performance Engines (I think that's the company name) are two separate entities.
The thing is if Mercedes-Benz High Performance Engines are spending £50million (The amount they spent in the 07 season I believe) a year on drive train R&D + manufacturing yet charging McLaren nothing for the Drive Train how is that fair on the other teams?
Surely as shareholders in McLaren they would have to be included under the entire McLaren budget? Interesting point actually, if Mercedes HPE aren't hypothetically considered part of the McLaren budget, what would there be to stop say, Ferrari or Renault creating a new engine division which is technically/legally separate from the main company, and using it as a loophole to increase their capped budget?

McLaren dont and wont buy anything from Mercedes as the latter owns 40% of McLaren. McLaren Mercedes is a works team. any spending done by Mercedes is therefore by McLaren.
