Apparently there is a culture gap here. I'm not calling them cowboys literally, it's a term for shady dealers, con artists or simply people who aren't that competent at their business.

Well, I guess so. However, from where the term cowboy comes, i.e., over here in the US, it's rarely used in that sense, so I would think you'd have to adapt a little to the (expert) audience... :P
