All of this is too complicated and polotical just use this simple plan:
1. Budget cap per team or car.
2. No rules except car must have open wheels, 2 wheel rear drive, standard size box for car and any appendages, and the usual safety rules.

This is the only way F1 can survive, still be a competition and be sustainable for all teams.

If all teams have a budget of say £20m/£30m then with sponsor, prize, merch etc Income then they should all be making a profit.

This will also allow The cars to evolve with no cost cutting regs. If you say the cars cant overtake because of the aero then the teams can surely find a way to adapt the car to counter it.

With a sustainable Budget, F1 will become Lucrative to all. we may finally see our promised 26 car grid.
There will be engine supply deals from various engine makes, Top sponsorship, sold out attendances,

Private teams will be able to compete against the big guns. Nolonger being B teams.

If the FIA throw in a few yearly regs for greener racing, that would be cool.

To be honest F1 needs new management. The FIA is a joke and is becomeing to envolved, changing the sport far from what it used to be. As for Bernie, how come hes making Money while everyone else in the F1 circuit are losing money? Bad management. F1 has been heading for this since the early 2000s and very little has been done.

This is so true.

You mentioned 26 cars on the grid. That would be such an improvement.
I think the yearly budget cap is what they should bring in.
