I am assuming we are talking about the 7 segment delay if so:-
digit - number of LED's lit
0 - 6
1 - 2
2 - 5
3 - 5
4 - 4
5 - 5
6 - 6
7 - 3
8 - 7
9 - 6

so for the brightest we want as many 8's as possible. So lets start with the minutes as the hours take more thinking about
The minutes will only go 08,18,28,38,48,58 So 08 will have 13 lit LEDs
The Hours will only go for 8 unless, 10, 11, or 12 lit more than 7 LEDs, 10 (8), 11(4), 12(7)
So Brightest is 10:08

Dimmest
Hours - must be 1 (as it only lits 2)
Minutes - must be 11 (as it lits 4)

10:08 and 1:11

Corrected myself after that! BTW in the US we sell femto cells for customers to put int their home to increase reception in bad coverage areas... do they do that in the UK?

Yes, but I have never heard that term. booster cells I have heard them called. I built one once it worked OK actually. Well it was more a case of a home made yagi array and a bit of coax
