on the flip side, maybe this is Ferrari trying to smudge the lines of what is in the RRA... prove that a bit of research was for the road car or the f1 car?

They're a huge team with a sizeable road car side to their company so it is little wonder that LDM wants to be able to have some sort of cross referencing between race car and road car development what with the RRA and Ferrari being used to chucking ridiculous amounts of cash at their F1 program for years.
If Mercedes, McLaren and Renault (being the other teams with road car programs) produced high-end sports cars in the same volume of Ferrari I suspect they would be wanting the same as Ferrari seeing as costs are supposedly restricted and it makes sense to be able to have a degree of correlation between the F1 and road car sides.
But, yes threatening to leave every 10 minutes does not help their cause one little bit as each time they don't follow through with the threat it becomes more laughable when they do threaten to leave. If they want to go, let them go but they won't - they need F1.
