Why you think they make up new rules every year? Manipulation is done through rule changing to either even the playing field or enhancing another team's chance. Teams that have better resources will manipulate the rules better then others. Bernie and his men don't sit around and said "we are happy with our brand", they sit around and say to each other how can we manipulate the rules to attract more viewers=more $$$. They brought back slicks, no traction control, blah blah blah, all of this my friend is called manipulation, its normal and its not a bad thing.
