I think it was because of the large number documents in possession of of McLaren and all the supporting evidence, simple as. That is what spurred all the media coverage, after all.
Ultimate it's all ifs and buts... the reason why McLaren got punished and Renault didn't is because of the publicity that the McLaren spygate got from the press. If it wasn't for the media pushing the McLaren case into the spotlight, more than likely nothing would have happened in the McLaren case because no-one would have known about it.

Yes I am serious; I really believe that none of this would have happened if it wasn't for the press blowing it out of proportion... once the spygate scandal hit the headlines the FIA had no option but to act. Does anyone seriously believe this is the first time this has happened in F1? Espionage is as much a part of F1 as the racing on the track!
