This season maybe, but next season Renault will know they need to pull their finger out and i can see them being competetive once again.

I'm not really sure I can. For some reason, there is the perception that Renault are a big team. They were not, are not, and probably won't be, for Renault don't want to pump in the sort of money teams like McLaren, Ferrari, Toyota are. Renault punched above their weight in 2005 and 2006, and even winning those back to back to back doubles required a fair bit of luck.

its not really luck, they had the best car at the start of each season,

with the budget cap i can see renault launching up the pack

To be fair, they got the basics right. McLaren in 2005 and Ferrari in 2006 didn't really do this. In terms of pure speed, McLaren were much faster in 2005 and Ferrari were faster in the second half of 2006 and were able to launch an end of season onslaught on Renault. It was clear for all to see that Renault were punching above their weight. With budget caps there's a chance they could return to the top, but McLaren and Ferrari have the kudos etc. that other teams don't and will be using their prestige and excess money to draft in staff.
