Well the facts are as follows;
Merc have had a team of staff working on this car for longer than anyonelse, whilst people were moaning about too many chefs, the chassis and engine guys were working in house
Allinson at Ferrari says the best thing about Ferrari is that they have designed the new chassis and engine in house and that gives them a massive advantage over non manufacturers and works status customers.
Renault have not had the budget of Ferrari or Merc for this engine and it has been built first and then supplied to RBR etc
So on paper the 2 best funded and best structured solutions to 2014 are Ferrari and Merc. Just from the official requests from each team about changing thresholds such as rear tyre width, minimum weight limit and fuel limits, Merc are already way ahead of Ferrari.
I dont like to use the expression 'no brainer' however my signature wont be changed until the end of 2014, and so we will see whether it people generally get wet when it rains.

James Allison has praised Ferrari's approach at the presentation of their new 2014 engine. Allison said it is an absolute advantage to have everything under one roof while also saying he's happy to have the blown diffusers banned.
“Being able to build the engine and chassis together is definitely a nice advantage for Ferrari,” said Technical Director, James Allison at the presentation of the 059/3. “Other teams cannot do the same and this year, like never before, installing the new power unit in the car’s chassis will be a complex operation. I’ve got direct experience of that from my time at Lotus: it’s true the engine supplier tries to meet your demands, but it’s never the same thing as happens here, where there is a historical culture relating to a common task of defining and developing the design of the new car.”
