It seems incredibly stupid from the FiA starting the race at this time, it should have been moved to an earlier time

The FIA offered twice to start the race earlier, but the race organizers declined.

I'm confused; red flag called on lap 2; but because they all went into the pitlane; it triggered the third lap, so half points can be awarded?

It's not racing conditions, it has to have two laps without the safety car in order for half points to become available

That's not what Sky were saying earlier; it has to be two completed laps; regardless of track status.

Actually the FIA did ask the Japanese promoters if they'd like to start the race early; but they wanted to wait to allow all the fans to arrive.

Yeah just heard Ted explain it, still the FIA should and could have overridden that under safety grounds.

Apparently, the FIA have no control over start time; they just look after safety at whatever time the promoter/Bernie decides,

It's in the regulations isn't it? I thought it says that it says "under racing conditions" and they're not racing when under a sc...
