It depends on what you class as successful (without actually winning a GP), is it the length of time a team competed in F1, the total points scored in that time, the most points scored in one of the seasons it competed in, or the average points scored per season?
There's also the financial side of success but I'm guessing that'd be impossible to look into.

Actually on the podiums front, BAR has 18 and toyota has 13.

Of the modern era the BAR/Honda and Toyota Teams have the worst records.

But the Ligier team of the 70's/80's and then Prost in the 90's had a woeful record considering they were one of the highest budget outfits of their era.

True, as Prost they struggled....but as Ligier in the 80's they were swimming in cash through their tabacco sponsorship (Gitanes)

Now because of my generation I don't know all the constructors that have been in F1. I do however think that the most successful team who have never won a grand prix off the top of my head was toyota. They had 13 podiums altogether, with 2005 being their most successful season with 5 podiums and 4th place in the constructor's championship. I'd love to hear if there are any more.

I always thought of Toyota as the constructor that spent the most money for the least results, I wish they would have had more luck, but it wasn't to be.
