Refuelling does indeed make it a better spectacle, and removing it seems to have contributed to the current dullness, but I can tell you it was plenty exciting before they added refuelling.
Of course they also had ABS, Traction control, and active suspension then. They had witches brew fuel and superduper rubber, with more than one tire supplier for heated tire wars.
