It seems to me that Mosley has loaded the FIA with his yes men, who will do whatever he tells them to do. It also seems to me that Mosley would like to have at least a few pet teams that he could call on to do his will. And perhaps Manor is the start of that.

Max always goes on about that he is no dictator and that everything is voted for, but as you point out its easy to force your will when you control the votees!
