The good drivers will be good at this, although I don't think there is anything that I could pin down to say which of the top drivers will be best at this.

My opinion of this rule change is it will simply make it harder for new driver to be trusted with a drive. Worse still, with no ability to practice, the chances for a serious incident are raised greatly. Even the best drivers can have lapses (e.g. Lewis Canada 08). A lapse on stone cold tires could be very serious indeed.

It adds more complication to the designers. They need a way to warm the tyres up quickly, but not so much they over heat and wear out quickly

It would be even worse with drivers with more experience getting complacent. E.g. Kimi in Monaco 2008 when he crashed into Sutil soon after the SC went in because his brakes/tyres were still cold, and he had been in F1 many years at that stage.

It's pretty clear amongst the established drivers who is good at warming tyres up and who is bad at getting anything out of a low grip scenario. As always it will be the drivers with most talent who can go fastest on cold tyres and adapt their driving to warm up quickest

Senna was notoriously good at this
